The consultancy services aim to collect, analyze and present evidence for policy formulation and advocacy for developing a background study for RP JMN 2015 -2019, in particular with regard to family planning issues.Reports to: The Deputy Minister of Human Resources and Culture at National Development Planning Agency (BAPPENAS) and UNFPA Indonesia representative. Individual Consultant: Background Study for RPJM in Family Planning (1 person)
ReqUired Skills and Experience:
Academic Requirements
- Minimum Master Degrec;
- Minimum 5 years of experience in research, particularly in demographic! population issues;
- Demonstrated skills in technical/ academic writing; broad understanding on gender/ morbidity/ mortality/ reproductive health in Indonesia;
- Conversant to both quantitative and qualitative approaches of research;
- Strong background in Family Planning and reproductive health issues;
- Knowledge and experience in decentralization and governance issues are an advantage;
- Evidence of experience in programme design and modeling;
- Having ability to scrutinize the vision, mission and development in long-term national development planning (RPIN) year 2005 -2025, and being pro-active in canvassing suggestions for issues which can be fruitfully addressed in the background study for RPJM N 2015 -2019;
- Familiarity with government of Indonesia's planning mechanism;
- Familiarity with Central and District Government administrative and political structures;
- Strong understanding of an experience in monitoring and evaluation, and/or asset management;
- Experience in working with either government institution and/or UN Agencies is an advantage; and
- Able to work independently under minimal supervision and highly organized and proactive;
- Fluency in oral and written Bahasa Indonesia and English.
- Proficiency in current computer oftice software and statistical package applications.
