PROJECT DETAILS
Title : Pre and Post-Contract Professional Consultancy Services for the Expressway Projects - Construction Supervision – Group 8a in QATAR
Description & Objectives : Supervision of the construction works for the widening and upgrade of several km of urban highway, including the construction of multi-level junctions and an interface with an on-going metro rail project.
Project Duration and Start Date : 30-36 month construction programme
Working Hours : The post is a site position, based on a 6 day working week (Saturday toThursday) and an 8 hour working day.
Work Based : QATAR
Employement Status : Fixed Term (Contract)

GENERAL REQUIREMENT
  • Min 10 years of experience in design, site supervision and construction management of major highway projects of a complex nature.
  • Bsc in Civil Engineering/Quantity Surveying
  • Certified Quality Professional (CQP), with Lead Auditor qualifications.(for position QA/QC Manager)
  • Fluent Spoken and Written English
  • Previous experience in the Middle East would be an advantage
  • Indonesian Citizen
Assistant Resident Engineer/Engineer (Roads)
Duties & Responsibilities:
The Assistant Resident Engineer (Roads) is tasked with assisting the Resident Engineer (Roads) with the management of the following tasks associated with the construction of the road works (earthworks, pavement, drainage networks, signage and road marking, safety barriers, etc.):
  • Management of the Highways Inspectors.
  • The review and approval of the Contractor’s method statements, risk assessments, shop drawings, calculations, etc.
  • Preparing the minutes of technical meetings with the Contractor, etc.
  • Reviewing the Contractor’s temporary works submissions and operations.
  • Reviewing the Contractor’s submissions relating to materials and sub- contractors.
  • Reviewing the Contractor’s temporary traffic management plans.
  • Reviewing the Contractor design submissions.
  • Coordinate with the Supervising Consultant team members with respect to quality, health & safety, progress and cost issues.
  • On-going supervision of the Contractor’s works, including off site plants.
  • Coordinate with the Designer in relation to design queries and possible.
Assistant Resident Engineer/Engineer (Structures / Tunnels)
Duties & Responsibilities:
The Assistant Resident Engineer (Structures/Tunnels) is tasked with assisting the Resident Engineer (Structures/Tunnels) in the management of the following tasks associated with the construction of the project structures (underpasses, overpasses, viaducts, culverts, retaining walls, gantries, services tunnels, etc.):
  • Management of the Structures Inspectors.
  • The review of the Contractor’s method statements, risk assessments, shop drawings, calculations, etc.
  • Assist at and document technical meetings with the Contractor, etc.
  • Review and monitor the Contractor’s temporary works submissions and operations.
  • Review the Contractor’s submissions relating to materials and sub- contractors.
  • Arrange for inspections of exposed ground conditions prior to the pouring of foundations, etc.
  • Review and comment on the Contractor design submissions.
  • Coordinate with the Supervising Consultant team members with respect to quality, health & safety, progress and cost issues.
  • Ensure on-going supervision of the Contractor’s works, including off site plants.
  • Coordinate with the Designer in relation to design queries and possible redesign issues.
  • Liaise with the Authority, as well as other agencies and stakeholders.
  • The assessment of the Contractor’s as-built records.
Resident Engineer (Mechanical & Electrical)
Duties & Responsibilities:
The Resident Engineer (M & E) is responsible for the management of the following tasks associated with the construction of the project in relation to M & E works (lighting, traffic signals, Intelligent Transport Systems, pumping stations, etc.):
  • The review and approval of the Contractor’s method statements, risk assessments, shop drawings, calculations, etc. for M & E works.
  • Organise and chair relevant technical meetings with the Contractor.
  • Review, approve and monitor the Contractor’s temporary works submissions and operations.
  • Review and approve the Contractor’s submissions relating to materials and sub-contractors.
  • Arrange for inspections of M & E plant prior to their being covered up.
  • Review, approve and comment on Contractor design submissions.
  • Coordinate with the Supervising Consultant team members with respect to quality, health & safety, progress and cost issues.
  • Manage and ensure on-going supervision of the Contractor’s works, including off site plants.
  • Coordinate with the Designer and or the service/plant owner in relation to design queries and possible redesign issues.
  • Liaise with the Authority, as well as other agencies, stakeholders and plant operators.
  • The assessment of the Contractor’s as-built records.
Quality Assurance / Quality Control Manager
Duties & Responsibilities:
The Quality Assurance / Quality Control Manager is responsible for the implementation and monitoring of both the Egis International and Expressway project quality management systems. He is specifically tasked with the ensuring that the following requirements are met:
  • Preparation, monitoring and updating of the Project Quality Plan.
  • Preparation, monitoring and updating of the Supervising Consultant’s project specific QA / QC Plan and procedures.
  • The creation and maintenance of the project document control system.
  • Putting in place and monitoring the system for the organisation and recording of testing, including witnessing and verification of the Contractor’s work and materials.
  • Putting in place and monitoring the Key Performance Indicators and Non Conformance Report systems for the project.
  • Inputting to the Supervising Consultant’s reports with regard to quality issues.
  • Reviewing the Contractor’s Quality Plan, procedures and quality related documentation.
  • The on-going oversight and auditing of the Contractor’s quality systems
  • (including operations by sub-contractors).
  • Organising necessary training for the Supervising Consultant’s staff with respect to quality issues.
  • Preparing and implementing the project Audit Plan.
  • Making recommendations for corrective actions and lessons learnt.
Senior Quantity Surveyor
Duties & Responsibilities:
As the manager of the quantity surveying team the Senior Quantity Surveyor is responsible for:
  • The management of the Supervising Consultant’s quantity surveying team.
  • The evaluation of the Contractor’s cash flow proposals.
  • Putting in place the contract cost control and claim management systems.
  • Evaluating and making recommendations on the cost implications of change proposals from the Contractor.
  • Evaluation of the Contractor’s monthly interim payment requests.
  • Preparation and recommendations on variation orders.
  • Participation in dispute resolution / arbitration proceedings.
  • Preparation of the final account
  • Preparation of the monthly Cost Report, to include the analysis of Value of Work Done to Date, Estimate at Completion, etc.
  • Inputs to the PMC cost control system.
  • Attendance at regular cost control and progress meetings.
  • Assist the Senior Resident Engineer with contractual matters /correspondence.
  • Provide financial advice / input with regard to the project risk management procedures.
